This case study gives a brief account of efforts made to popularize the use of Quantum GIS at JPBD in an effort to help agencies acquire an alternative yet as good if not better GIS than proprietary GIS, to help standardize the use of a GIS software to QGIS and to help reduce the financial burden to the government.
